What does London, Edinburgh and Barcelona have that Cardiff does not?

Please can you tell why the European Parliament does not have a EP information Office in Cardiff, as the capitals of Scotland and England do?
What measures are you taking to get one for Cardiff?

London, Edinburgh and Barcelona as cities have a stronger country behind them. They have a parliament with some sort of presence. Not many people in Germany know about a Welsh parliament. When I listen to the Welsh news on TV, most of it is negative: a murder somewhere, problems with the court, problems with the NHS - often somebody seriously ill asks for compensation, a factory has just closed, people are demonstrating to help pupils and teachers in a rural community to stay open, etc. CARDIFF NOT, Cardiff KNOT.
In Wales, the culture seems to be old-fashioned. It has to do with people that run institutions like the National Library of Wales (undoubtedly a great national institution) but if you give them ideas they would not listen. I know a woman who is well-known in Welsh circles and is responsible for marketing. Instead of making profits she is a loss for the Library but everything is kept quiet. I had a good insight there & how people waste money, ressources. That is another subject. Coming back to the point: Edinburgh, Barcelona and London are inviting to Europeans, Wales is not so much. It used to be better - this is how I came but for tourists it is unattractive! London & Edinburgh are vibrant, in Welsh cafes - even down in Cardiff much is shut by half past five!
